It was pretty common where I'm from— not as much this universe, though. Actually, most of the people who cause problems are just getting their hands on technology they shouldn't have. Maybe that's why there hasn't been a big push to keep tabs on "metahumans" like they do here. [ For every dude who can turn himself into a laser or summon demons from other dimensions... there's a hundred rent-a-thug blockheads in black-market power armor who are about as superpowered as a Times Square street magician. ]
